Tiny Tiger is easily one of the strongest evolved animals to ever be created. His great size, feral aggression and strength certainly would be a force to be reckoned with - if it weren't for his very tiny brain size!
Tiny was one of Brio's mutants he had created specifically to hunt down and stop Crash from handing over the power crystals to Dr Neo Cortex years back. Brio put as much strength into his mutation as possible, thus this is how Tiny came to be. The downside is that he had to sacrifice much of his intelligence in the process. And So Tiny is the least intelligent of all the minions, but he can still understand people and communicate in third person. But at times his animal instincts will take control of him if he can't think himself.
Tiny didn't form a bond with Nitrus Brio, because he was rushed to be created and immediately sent off into Cortex's space station in pursuit of Crash Bandicoot. After Crash outwitted him, Tiny was beaten... but before Brio or his other minions could retrieve him, Dr Neo Cortex got to him first.
Cortex was impressed with what Tiny was, and so he took him in and pampered him like a spoilt pet dog - thus Tiny quickly became very loyal to this 'new' Mad Scientist. Tiny was quite protective of Dr Cortex and easily got jealous if other anthros got more attention from Cortex than he did. So Tiny didn't get along with some of the other mutants, although he and Dingodile were good friends.
Tiny stayed loyal to Cortex over the next few years, at least until Cortex got a 'new' favourite mutant to do his evil deeds... by the name of Crunch Bandicoot. Tiny was outraged by this, and went to attack the bandicoot but Crunch overpowered and dominated him in a matter of seconds. While Crunch was smaller, he was much more skilled at fighting than Tiny was. And having a metal paw didn't make things easier for the poor thylacine!
So Tiny always held a grudge against the burgundy bandicoot. Seeing Cortex praising Crunch, left and right. Tiny was sent to earth with Dingodile & the other minions on missions to 'stop' Crash & Coco in the meantime.
Then after Cortex was defeated once more, Tiny was pretty much set free. Now that his master was presumably gone. He & Dingodile decided to head back to Cortex Castle Island to start a new life. But then he finds out from a certain burgundy 'foe' that he has a thylacine sister he never even knew about...
